rofl.. The russians wasn't as precise as the americans and therefore the had to compensate for that by making a bomb so big it could wipe out everything in a radius of 110 miles.. geez.. I can see it for me:

Russian scientist 1: "Oh bugger.. We can't make an a-bomb as precise as the americans.. what on earth do we do??"

Russian scientist 2: "Hmm.. You heard the expression: Size doesn't matter? Well we'll just prove that expression wrong.. Lets build the largest bomb ever made.."

Russian scientist 1: "What about inventing something that could do some good in the world?"

Russian scientist 2: "What?! are you mad? a bomb is much cooler than good stuff.. git.."

Russian scientist 1: "oh ok then.."
