You may not HS or run out from an instance in the middle of the raid to save a repair bill

I would rather say;

You may not zone out of the instance for any reason during a raid unless officers need/ask you to or if you are leaving the raidgroup.
Focus less on repairbills and more on the battle at hand.

menedil may not hs out durng wipes.

The only one  who does this on a regular basis is him. Do we realy want a rule designed for one person?
Seriously.... Talk to the guy make an post on how you think this is demoralising and that if this  behavior spreads  it wil decrease progres, as ppl wil be HSing out during a good try. Or that 49 other guys are waiting.
Making foolproof rules for things like this may turn more against you then akomplishing what you want .

Talk to the guy. This rule wil not help.

TL, can you try to take a positive talk with him. You are both british etc, he might listen to more reason if it comes from you?

I had a chat to him on whisper immediately after and he was pretty pissed off - I also think he recognised that he had little defence.   I also think that he recognises that 'his' decision on when to run or not to run may or may not be the right one - what happens if he zones out and then we rescue it?

I say we leave it as it is, he's had a stern talking to, it's been raised so he know's we're watching and I also indicated to him that it was not just me - I referred to others whispering me about it.

Let's leave it as is and monitor - if it causes an issue again then we should deal with it.

TL.
