Tricky.
I can see what you want to do and in theory it seems sound. However, in order to make the reward effective it would need to be big enough to make it a worthwhile goal. This then brings into play the problem of DKP inflation, value relative to the other DKP events and also whether this is then also applied to RG1.
Therefore on balance I would say no.
The problem you have is people not staying until the end of the instance and this can be dealt with in other ways:
-Announce an end time (RG1 typically aim to stop at around 23:00 server time each night).
-Let people know they need to be there for the whole raid.
-Never ever do a vote to carry on. Those wavering will vote no and only stay in the event they were the only ones wavering - just announce the plan and do it - this makes it much more difficult for waverers to leave until they are certain they need to leave.
I think the idea of a 'finished' bonus is good, but I think there are more basic ways of solving the problem.

Copy and Paste from attendance site of those who stayed the whole run leavers are removed, so this would be easy.
At the moment we try not to go past 24:00 server time.
25 Point Completion Bonus "Trial" for RG2 which will be announced tonight in MC's run those who attend the WHOLE run will get this bonus and we will see if it helps.

Whoa, before you giving out the family silver let's start with basics. Try managing them into staying rather than bribing. Don't ask how many are staying for Ony or whoever, tell them at the start what you will be doing, ask those unable to complete the run to join queue and give everyone an end time. KISS please, start with the basics. Let them raid, keep them there. Otherwise they'll start wanting DKP for taking a bio break and that'll cause longer term problems. We have new people starting, so let's just show them how it's done on a normal night, don't go bribing them to do something they have already committed to doing.

If a person leave before raid is called he/she will not have spot in the next raid unless the class or raid isn’t fill up.
Let's drop plans on this for now, the one you suggest GD is great, but hard to admin.
Lets just at the start of every raid announce what time we finish, this seems to keep people for a bit longer. For example we say "we finish no matter what at 23.30 Server time tonight" - This will make sure if someone feels like leaving at 23.00 they will most likely force themself to stay.
We have tryed earlier with the system of you leave the raid no invite nexst raid ,AKA Deserter rank . It did not go too wel.
Using the "stick" on casual raiders realy ****es them off.
