This (http://www.neighbourhoodfixit.com/) could be a neat idea.
If you need to report a problem to your Local council eg. fly-tipping, grafitti etc. just put in your postcode and put a pin in the map, state what the problem is and click send.
I haven't tried it yet, but I'm going to report some potholes and see what happens.

How do you make building noises? What sort of a noise does a building make? And why would someone actually want to do impressions of buildings? Birds? maybe.....famous people? fair enough. To keep this on track. The council came and watched the goings on, then followed up with a phone call letting us know what could and couldn't be done.
In all, I'd say that site has worked.
At least they turned up !
Can't see what they can do - unless there's a noise abatement enformcent issue or something.
Nice to see it working in practice though
