here are some initial possibles for consideration who post regularly and well in the general (and not just game specific) forums:

Jabbs
Ghost_Mjr (yes I know... but he does post good content regularly imho)
DuVeL
Blunt
+not sure how to add those from here without it sounding like nepotism but really most if not all of us imo. Over to Smilo on that on

I think that all of the senior admins (as you said Pen) contribute a large amount of quality info.

I have a little problem with the concept.....
To issue someone a gong for forum contributor is a little hazy. How do you define 'contribution'? Jabbs? He's posted a few helpful and maybe informative posts but his output strikes me as 'post count hunting'. Blunt make me smile a lot, but is his posting any more contributative than JoB0ggs? I'm making this up as I go along, but I feel a can of worms being opened on this. "Why has he got a gong and I haven't because my posts are better than his posts etc.?"

You're right Ron and it's going to be a difficult one to get right which is why I said I think we need a set of guidelines to work from. Otherwise people will ask and we'll all give them different answers.

It's very subjective as it is. Smilo?
