I feel we should go further and look at both ends of the spectrum.
At one end we have feral gangs and mindless delinquents that roam the streets in packs causing mayhem and chaos. They simply destroy anything decent and worthy they see. They don't create anything, they don't contribute anything. They just tear down everything they see that is precious to us. They're no more than viciousness with a knife and a sneer.
But at the other we have old bitter and twisted curmudgeons who are no longer any use to anyone and are just a drain on our limited resources. They contribute nothing, value nothing and do what they can to destroy anything fresh, new and innovative. Since the dawn of time they have held back humanity and undermined it's extraordinary creativity. With closed minds and open mouths they have stifled advancement and ridiculed those who would take us forward into a new dynamic future.
So I say attack the problem at both ends with a Brave New World meets Logans Run sort of thing. Remove anyone over the age of fifty and channel the massive savings we would make into R&D. Develop a new birthing system that would bring people into the world aged twenty. Give them thirty years of life to imagine, develop, create and be useful productive members of society. Then when they were no longer useful or relevant terminate them.
That would be the way to create a world worth having. Controversial I know but think about it. Name me a single person under the age of twenty or over the age of fifty who actually did anything worthwhile or had anything useful to say or suggest. See it makes sense.
Just out of curiosity - what should happen to ppl that reach 50? Put down, as in Logan's Run?

Nothing wrong with kids. It's the parents that are to blame. Unsuitable parent(s) (as there's usually only one of them in cases of unruly children) should be convinced not to have/keep children. Or at least have them taken off them when they fail to raise them properly.
When a child breaks the law the parent should take the blame. If there's anyone you should cull it's the parents of the asbo kids.
We're running out of people to blame for the problems in society. If we're not careful we'll end up with only ourselves to blame. And we can't have that.
How about everyone has a set time, say 65 years. Then you know where you stand. You have 65 years in which to enjoy yourself.
Personally I think you should bring back national service for 14-29 and 37-50 age groups.
