I wondere where you find this to be the most popular YouTube video ever. When I look at Most Viewed, All Time (http://www.youtube.com/browse?s=mp&t=a) (I have no option for All Time for Most Popular, so I assume you also looked at Most Viewed), I find both Evolution of Dance (http://www.youtube.com/watch?v=dMH0bHeiRNg) and Avril Lavigne - Girlfriend (http://www.youtube.com/watch?v=cQ25-glGRzI) to appear as #1 and #2 respectively before the baby video.
Both the baby video and evolution of dance I can see why end up that high. They are fund/charming/creating/whatever, in an easy and nice-to-watch way. The much bigger question however, in my opinion, is how an ordinary music video such as Girlfriend get that high up on the list :g:

No idea. Perhaps it is the same deal, 10 people watch, it is listed as "hot", 10 more watch, it is best of some channel - etc ? :) But I can see the likelihood of that going all the way is.. close to non-existent.
