If you experience the situation where you can't talk or type when you're dead don't go apepoo like I did. It turns out a very simple bug to overcome. Solution  is done by typing spec_menu 0 in the console.(when you're alive of course)

Is that the same as pressing 'duck'?

yup i think it is .........i may be wrong but i think the cause is buy scripts not closing correctly.....stick a couple of slot 10's at the end of each script and i think that stopps it ...well it seems to have worked on mine :o

bind "F5" "deagle; secammo; secammo; slot10; slot10"

It's caused by the 'Spectator view' menu not being closed, not buyscripts. That's the menu that stays open, even though you can't SEE it. It can happen if you have the menu open and a new round starts. When you next die, no can type etc! It must be closed by, surprisingly enough, the 'Close' button.
