Well, I've just wasted the afternoon playing that.
What fun. It's a cross between UT and WC3 where you have two teams with loads of players (I was on a 32 player server earlier and saw 48 player ones) They can handle 64 players :)
Anyway. You have one overall commander who has a map view and can place buildings and set waypoints and stuff. A bit like C&C you can mine resources and assist in building, there are NPC peons to do some of the building and mining.
You start with just a basic character and weapon and as the commander builds certain buildings he can research other weapons and characters to play with. He can appoint officers who are on the ground running with the rest of us and they can also set waypoints, place buildings and issue attack commands.
The rest of us just follow orders and kill or build :) There is a lot of strategy in it and the maps I played are very well designed. Oh and if you are good (follow lots of orders and kill lots or build/mine lots) then you level up. This increases your health and attack. You can also be awarded bonus' like armour and improved weapons.
Finally, like CS, you buy your loadout. If you don't have enough cash you can request cash from the team pool and the commander can either grant or deny that request.
Great fun, well worth checking out.

i had a ickle play the other night actually, couldn't understand it, but i gonna go try play 1 agian for 15 mins befor ei go bed.
so i'll say nn now :P nn
It does take a little while to get into. As long as your team has a good commander, you should be ok.
Once you pick it up, and start to make a difference, then you can try being a commander :)
Sounds an awful lot like Natural Selection :)
