Depends if you want a tab or a smart phone
Smart phone has a screen of 4.2" Max, Tabs are 7 - 10" typically
also, what is your budget?
I'm on PAYG and have a LG P970, this has a 4" Nova screen and use it for internet browsing and forums (done a review on here)
Also have a unlimited browsing pass which connects to the web when I'm out and about, this cost £2 a week from Tesco's (no contract)
Samsung galaxy S2 is a contender.
Been quite happy with my HTC incredible s and my HTC sensation
Nexus Prime (pure Google Android Icecream Sandwich) is about to appear. It is rumoured to be based on the Samsung SII but be even more powerful. Will probably set you back £400-500 though
short list for review and to price up new and used so far:):)

looks pretty decent- i own a desire- and have had it a long while now- i also fancy a sensation- but ppl slate the battery life, but they did it with the desire- and i get a few days out of mine, and besides if your messing about with a smart phone- ofc its gonna drain the poor things battery :)
but given you budget constraints, got for a desire s or a sensation(newer and better stuff in it)
shop about- then looks some more, you`ll find something to suit you needs

Flashing a custom ROM usually solves the battery problem as you gain control over the juice-sucking parasites that you never wanted installed and running in the first place.
Juice Defender is an awesome app for saving battery power on Android.
Its more than doubled the life I get out of my Desire HD.
Galaxy Note.
If you just wanted a tablet with out the use of being a phone I would recommend the Advert Vega with the Vegacomb rom I picked one up refurbished for £130 and absolutely love it.
