In my Advanced WR I have three light turbo boosters - two at level 10 and one currently only level 5. Once this is boosted to level 10 then that'll give me an additional 1.39.

I also have Engineering skills learned to level 10 and Boost Tuning to level 7. Once I get Boost Tuning to level 10 that should give me another point or two.

Realistically I think that you can get to about 110 before tuning kits.
