Someone correct me, but I'm pretty sure this is better than any normal mode OP drops which probably makes it the BiS for people pre OP hardmodes.
Xenotech is equal to Tionese gear, exotech is equal to columi.
Gharj drops the off hand Columi on normal EV and I think someone got Rakata offhands from him on HM.
