It's been like that in the UK for years.
I used to work half my shifts on nights, and I told my wife that if ever she thought we had intruders, to ring the fire brigade and tell them the house was on fire.
That way she would have at least 5 burly blokes turn up in under 5 mins. instead of a couple of PCSO (http://en.wikipedia.org/wiki/Police_community_support_officer)'s in a couple of hours, or maybe even nobody, ever.

what the Chicago police actually said, it's that they will no longer respond immediately if the suspect is no longer on the scene. The report suggests that they won't show up if someone is inside your house trying to rob you, which isn't true.
