I have had this problem with CSGO for a while now and at the lan I noticed a bunch of other people with similar issues so I have a work around. If you use cl_showfps 1 when loading the game and it isn't 120 in the menu (it is capped to 120 in the menu by default) then you probably have the same issue I do. If you alt tab out and then straight back into the game it seems to fix it. Your FPS should now say 120 and you shouldn't be suffering from low fps in game either. Not sure on how to fix this for good as searching for a solution all I can find is the opposite happening, alt tabbing out and back in messes it up.

I am not sure. The difference with my problem is that the fps wasn't stuck at 30 like that fix seems to address, rather mine fluctuated between 60-120 and only in CSGO. Any other game ran fine and didn't see the same sort of drops. The menu shouldn't be less than 120 really because it isn't really rendering much more than the UI.

i had this problem at the lan i ended up uninstalling my gfx drivers and re-downloadiing

I have reinstalled drivers a bunch of times and it doesn't seem to have fixed it, and it is only csgo that has this issue. It is almost as if it is launching fullscreen but isn't exclusive and something is in front of it.

For Windows 10 users. Go to the XBOX app on your computer. And go to Settings. Turn off VDR. Worked for me.
