When things like this appear, I often worry they are getting desperate for money.
I'm less worried given what they have already raised - their burn rate on development is nothing like ready for them to run out of cash. Anyway, if they wanted to raise cash they issue a $100 ship, as they are far more likely to sell 270 of a $100 ship than 1 of the $27,000 package.
Much more likely imo is that some of the folks who has the old 'Completionist' package have been moaning through the Admiral's Club that their 'every ship in the game' package now only contains about 30% of them, so they issued a revised package to placate them. They might sell a few, but the money raised would be miniscule in comparison to the total community sales on a new lower value ship.
