My rig is about 4 years old now and although it's still running all my games reasonably well I'm getting an itch. It was bought with the intention of upgrading the GFX card when SC was released (:roflmao:) obviously I didn't expect to be waiting over 4 years back in 2015.
Why a I getting an itch? I'm looking to do an MSc in Machine Learning and figured I should consider a GFX that will be decent for Deep Learning.
The Current Spec:
CPU: Intel Core i7-5820K 3.3GHz 6-Core Processor
CPU Cooler: Cooler Master Nepton 240M 76.0 CFM Liquid CPU Cooler
Motherboard: ASUS SABERTOOTH X99
Memory: HyperX XMP Predator Series 16GB (4x 4GB) 2666MHz
Storage: Samsung 840 EVO | 860 EVO | Lots of HDDS etc
Video Card: Gigabyte GeForce GTX 970 4GB WINDFORCE 3X Video Card
Case: be quiet! Silent Base 800 ATX Mid Tower Case
Power Supply: EVGA 750W 80+ Gold Certified Fully-Modular ATX Power Supply
So do I stick a RTX 2070 in there (recommendation from https://timdettmers.com/2019/04/03/which-gpu-for-deep-learning/) or should I consider a new build. :g:
(Worth knowing that I can easily put any upgrade off for 6-9 months... but that flipping itch :taz:)

I would wait, and look towards either Ryzen or Threadripper when the time comes.
For HEDT builds AMD is a bit of a no-brainer for me right now. Intel have been running off of the same silicon for years now, and although still 'fine' it is showing its age, and just can't match AMD for price/performance.
The current Ryzen 9 (bridges the mainstream and HEDT lines) and Threadripper parts are fantastic. Ideally you would want to wait until the NEXT gen of these (i.e. 2020 models), and scoop up one of 2019s chips at an even better price. Makes a lot of sense IMO.
