I seem to have got rid fo the fps drop that I was experiencing under the last drivers and I am back up a 100fps all the time.  At least that is my recollection of last night's gaming.  There was a known fps problem under the previous drivers, a quick google produced several threads and the ati forums had similar issues posted.  Whilst the bug fix list did not specifically mention fixing the fps issue for CS, it did mention it for DoD and a coupleof other related thngs.  I'll keep hoping that the luxury of 100fps continues and that last night wasn't an aberration.

Fixed in this driver:
Right at the bottom.

Returning to the main menu in the game Counter-Strike no longer results in the game's refresh rate reverting back to 60Hz when resuming game play

This I got to try. I have hated that for a while.
