I have spoken to players on the new world discord and if you have a quest that is stuck and won't let you complete /go to the next step after completing the objectives, this is the fix.
"abandon the quest, then as you already have the items in your inventory it will complete the quest and you can talk to the NPC"

Just tried this, it restarts the progress of the quest from the beginning
