.....because several of the servers used for matchplay ask for an up to date version of CD to be installed and running in order to join the match server. So this is more important for Charlie Company members.

n00bie here doesnt know where to install it anyone help

ive downloaded it and i installed it to a folder but then when i tried a game it came up with no C-d again

You need to have CD running before starting CS. Some claim that you should start it prior to starting steam even.
