well... if the "water" was actually only pure H2O it should still function, ...water itself doesn't conduct electricity, but it generally contains charged particles in solution (e.g. dissolved salts NaCl --> Na+ Cl- etc) which make it a conductive liquid. Of course the heat and various chemicals that are present in the pc already might mean you'd end up with charged particles in the distilled water after a bit, plus the water wouldn't circulate terribly well (I imagine)
Maybe some day when I have a computer I don't care about I might try it :P :whistle:
