192.168.0.4 is Arja's machine.
At a guess i'd say that machine maybe has some sort of trojan/malware/flood bot that someone's distributed and she's either installed by mistake or installed unknowingly.
Whatever it is i'm guessing its being used by some kiddie somewhere as part of a en-mass attack to the ip you posted above.

I don't think it is anything to worry about. The external IP address is the Dublin Tourism Website (just paste it into your browser to see)
I can only guess that at some point and for reasons unknown her machine decided to send a lot of packets to that website.
Have you been hacked by Browne? ;)
