I think it has to do with that the hostages have recieved the CZ AI. When you touch them they get stuck on the top floor or window.

It's a smallish, sneaky-type map that isn't played very often and that, to me, is a great selling point. I could really go with any TCS-approved map not on the current rotation just for the sake of having a new map. IMHO, playing on maps you don't know by heart encourages teamplay. As for cs_rio, some of the appeal is sentimental from playing it in the dawn of TCS.

Plus it's the only map with a working football field. :)
