Another VERY good one is nvhardpage

It opens up all sorts of hidden tweaks and stuff from nvidia cards too.

RivaTuner is the best I have come across. You can get it here:

http://www.guru3d.com/rivatuner/

It also allows you to set refresh rates but can tweak almost any aspect of the drivers you want.
