Disrupt Enemy Operations

I stumbled across a level 2 viper whilst mining. I killed him once and he came back for more however neither counted towards my Enemy Operations daily. Do they need to be a certain level or something to count?

The level shouldn't matter, I experienced a similar situation but I put it down to them being tagged the millisecond before I hit them.

I've subsequently found out that enemy players need to be level 10 or above if they're to count towards your DEO count.

An excuse to keep killing lv 1 to 9's would be handy.

do you need an excuse? I know I don't, and neither did the bloated water sacks that shot me down when I was a ZX80.
I do exactly what the little voices tell me to.

PC Specs:- Black box with some fans that go whirrr, a few lights, things inside that get warm, headphones, keyboard (a clicky one), mouse (with buttons and no squeak), disks (2-off SSD and HDD) and a monitor of sufficient proportions.

Also, If you're in a group you apparently need to be the one which does the most damage to get the PVP.
