It's another case of the law going easy on animals it shouldn't. Those Goats knew exactly what they were doing and should be punished accordingly, lets hope next time goats go to sell themselves by the road side they do so when it is legal to do so.

I fail to see why the owners should have to take full responsibility, As TB said, the goats knew exactly what they were doing, procuring themselves shamelessly on the roadside, 30 lashes for em I say!
