framerate/refresh

Hi all

Just loading cs on to my bro's pc he has one of those orrible tft thingys and it seems quite laggy to me maybe reponse time is to high but also fps its locked to the same as the refresh rate. Does anyone know how to not have this sycronized.
Any tips on setting up with tft

turn vert sync off on OpenGL settings in Display properties/advanced/"Gphxcardname" Tab.
Then change the FPS in cs from the config.cfg file located in the steam cstrike folder.
