That's the feeding chain as I see it.  

RG2 feeds RG1 as necessary.
Soldiers and Alts feed RG2 as necessary.
New members bulk up and replace Soldiers and Defenders as they are promoted up the ladder.

It is possible, but exceptionally unlikely that Soldiers/Alts get into RG1 as it means that RG2 is offline in totallity and we are also short of RG1 raiders.

I agree with TL on this one, we should try and keep the alts out of RG1.

I would agree with keeping alts out of RG1 for now, and putting a priority list on loot in RG2.
Sounds fair though that for soldier vs alt, it should be decided from that chars dkp.
