The person who downloaded the film is in the wrong. If it was the pub owner he could simply say "My ISP gave me access to the internet so blame them". If the case wound up in court the fine certainly wouldn't have been upheld.

Lets hope your Digital Rights legislation (... I think...) gets passed before this happens to more poor pub owners.....
