Fixed it I think, the hpk file where other peoples sprays are saved maxsize was set to 0 so it wouldent download sprays as to keep it at maxsize 0 mb, now set to "hpk_maxsize 1" 
(hopefully I worded that ok and it makes sense <_< )

I was told by a friend that it was to do with cl_download_ingame 1 tho it was already set to 1 (so its prolly a different command or..something) :blink: . anyone know how to fix it so I can see peoples pretty sprays ?
