This often happens on some servers. The problem, if any, is entirely server-side from what I can gather (some servers have the "problem", others don't). The best thing to do is to just ignore it.
As for your framerate, it could be any number of reasons. Programs running in the background, being forced to reset the PC after a hard lock-up (this used to happen to me - shutting down and restarting usually fixed it), or it could be overheating. Check the usual suspects (stop virus scans while playing, check for broken fans, etc). If all that turns out fine and your FPS is still lower than normal, maybe try lowering the graphical settings? I don't have a "technical wizardry" degree, but I hope all that helps.
