FPS on 2142

When I type "renderer.drawFps1" in the 2142 (same effect as in BF2), I get two numbers, like 42:21, which mean the current and average FPS.
my questions are:
1. my fps never drop below 40, so how come the average is 21? :g:
2. it is most def playbale, but if anyone plays BF2 with a similar system (i.e ~ AMD3000, 1GB, 6600gt), I would be happy to know what fps they get on a ~ 1000X800 75Mhz medium settings.
