Console trouble

I found raggi's simple rate guide and wanted to test it out but ran into a problem. In source, I can't open the console anymore. :g:  In the options section, in the keyboard tab, there is no bind for console and the button I usually use doesn't work. I checked the advanced options of the mentioned tab and enable developer console was enabled (don't know if that matters). I have the following in my config:
bind "`" "toggleconsole"
con_enable "1"

From what I understand, `is supposed to open the console which is enabled. Don't know if Valve have disabled it because when I came home, started the computer up and opened steam, it was loading an update for CS:S. I waited for the update to load and then tried so could be that.
