can I add bots via hlsw?

and am I right in thinking that admin chat doesn't show in chat box?

don't know about the bots.

Admin chat does NOT show in the chat box, however it does show in the console.

Bit of a flaw imho (well that and the fact I can't get it to work of course).

Yes and yes.
 
You can add bots via the console. You just need to enter the command you want
 
Bot Numbers
Quick add Bot - rcon bot_add
Add Terrorist - rcon bot_add_t
Add Counter-Terrorist - rcon bot_add_ct

Bot join Team
Terrorist - rcon bot_join_team t
Counter-Terrorist - rcon bot_join_team ct
Either - rcon bot_join_team any

Bot Quota (total number of bots)
3 Bots - rcon bot_quota 3
4 Bots - rcon bot_quota 4
etc
 
Bot Settings (Difficulty)
"Easy" -   rcon bot_difficulty 0
 "Normal" - rcon bot_difficulty 1
 "Hard" - rcon bot_difficulty 2
 "Expert" - rcon bot_difficulty 3
 
Map Objectives
Bots Complete Objectives - rcon bot_defer_to_human 0
Humans Complete Objectives - rcon bot_defer_to_human 1
 
Bot Management
Kill all Bots - rcon bot_kill
Kick all Bots - rcon bot_kick

 
Radio Chatter
Off - rcon bot_chatter off
Standard - rcon bot_chatter radio
Minimal - rcon bot_chatter minimal

Note: If your doing it in HLSW, you don't need "rcon" in front of the command.
