That's intended. It was a late change so the patch notes haven't been updated to reflect it.

He said this in response to a [BUG] report that heroic keys were now available on the PTR to players with only Honoured reputation instead of the previosu required Revered.  So all you slacking Honoured folks can now run heroics too when the 2.3 patch hits!

And it very usefull for most of our alts. As most of them arn't even close to revered status.

Yes, I can get the keys on my alt now as well.
I will never consider to actually take it into a heroic dungeon though, since (obviously) it's gear isn't up to par. If you're low on
rep, you haven't been to dungeons much, so your gear will probably be under par as well. (I realize this doesn't always have to be
the case, I'm taking in general here ).
 
Blizz put the rep requirement in place for a reason. It gave you the guarantee that people with the key have done the dungeon at
least a few times on normal mode and thus both should know what to do and have reasonable gear. Now they suddenly remove it without
giving a proper explaination? Which is kind of strange ....
 
This doesn't have anything to do with being fair vs the people that did take the (little) time it took to get to revered; I could care less. I'm just surprised that Blizzard made such a 'weird' decision.
On the other hand, it'll save you some PuG stress if repping up is no longer needed.

Yep, basically widens the playing field...

It will also widen hugely the 'wiping fields'.  You'll have to be even more careful now when PUGing a heroic.  The rep wasn;t a guarantee, but it did at least mean they had been there before.  Many faction Honoured reps can be obtained form questing alone.
