What to do with STOP signs.

One of the stop signs in Lancaster has 'Hammertime' written in white paint underneath it. I know one of my mates has a pic of it, but I can't find it now :(

what does the yield sign means? and what does it do here?

especially the Stop hammertime, always nice :P
