log out of steam and back in. that should work.

That can but a bit harsh for that problem.
 
The thing is that steam can't connect to one of their servers...
But it works as same as just logging out and in again.

I don't play cs anymore, i don't even have it installed.
I pld the game for some years and had enough of it..
