Thats not going to happen, but far scarier things already have. In america it is possible to arrest someone for considering doing a crime that will not work.
If you buy Castor beans (a source of Riccin) and mash them up, even though the mashed beans are no more toxic than a whole pile of other household materials you can get sent down for making a WMD (I don't know when Poison became a wmd either).
To actaully make proccess Riccin is much harder than that, but the punishment fits the crime they'd thought up, not what would actually have happened.
If you were born in a certain country or have visited certain countries on your travels you can be locked up in Guantanamo untill you proove you're not a terrorist.
