In a nutshell, Microsofts new hardware/software ID plan that will allow only signed software (for this read Microsoft and Windows based partners) to run on PC's.

And that will also only allow PC's that have been scanned to connect to a network. Bit techie but rather worrying for those of us who like to excercise total control over our systems.
