Seeing that Noreia declined all raid invites for the upcoming weeks, I hope the officers will recruit another melee dps on a temp/permanent basis?
Do I need to start my trade chat spamming to keep numbers up?

I think you should let the DMR Council monitor attendance and manage recruiting please.   We know what we need and want, we'll pursue those goals to ensure the raid moves forward.
