Anyone fancy some work?

Given a word doc/pdf of subjects with dates/check boxes against them I'd like to create a website that allows master control and update across multiple instances of the same form, but also allow separate user access to each.

Think exam results with coursework etc. I need it to be skinnable ideally and secure. I've got domains and webspace, but how easy, how much, how long.......
