Well, to get the program, open 'Steam Games'. Then go to the 'Tools' tab. Then select 'Source SDK', and download it there. Once you've downloaded it, start it up, and then open up IE, go to google, and type in 'CSS map making Source SDK tutorial' or something along those lines. Find yerself a good beginner's tutorial, and work through that.

there are some rather large forums/communities devoted to mapping for CS. I'd find one that seems busy and look for tutorials (they tend to get annoyed with "noob" questions that are asked aver and over again by people who haven't found the tutorial section or used the forum search function ;))

CSS mapping is likely to require some time :)

the basic stuff should be pretty straightforward (i.e. making square rooms and the like) but if you want to make it pretty it takes time :) Like anything you start simple and work your way upward. There's basically two options when making maps.

Either you make loads of nice scenery: buildings, models, etc, and then try to make it into a CS_ or DE_ map - these can look nice but play really badly.

Or you build up a simplistic map layout with a theme in mine (house, streets, scenario, etc) and once you're happy with the layout and playability you then set about making it look pretty. This is a better approach and you can test the basic map before the pretty things are added.

find a few basic tutorials and follow them, best way to do it imo :)

And this SDK thing is free? Lemme know if this is in fact a stupid thing to ask, I simply can neither find a price nor anything that says it's free.

This is a good place to keep coming back too, as it has links to tutorials of most of the Source SDK features,
This is a good beginners tutorial, although those with short attention spans may find the lack of pictures rather annoying, and,
This is a list of other features that may (or may not) be covered by the links above.

 Hope this helps :D.
