If developers are already producing a PC version of a game their work is essentially done. It just involves tweaking for a very specific set of hardware. On the other hand the PS4 would have similar hardware to a PC but would be built around a different OS and drivers etc etc. It would be an interesting way to get the edge.

As far as crashing goes, I can't remember the last time I had a blue screen even with a huge overclock the system is very stable on both windows 7 and more recently 8. If you have fixed hardware, and so better driver testing and support, I imagine a windows based console could be just as stable as the current gen.
Juggling Hard Disks over concrete floors ends in tears 5% of the time.

Windows 8 is pretty stable, but Microsoft has a chequered history with hardware. I bought an XBOX 360 Elite a week ago (second hand) and this week it RROD on us. I stripped it down and applied a new layer of quality thermal paste (iFixit.com is excellent).

So if the next gen XBOX gets the "sad face" screen, I'm betting it's more likely poor cooling than drivers causing it...

Well I hope they learn from the mistakes with the 360 RE the cooling. And Arithon tbf you are asking for it buying a 2nd hand console lol :D

The PS4 had the same issue with YLOD, but not to the same extent so people just seem to forget about it.

On topic, I see no reason why a windows 8 console is a bad idea. Like T-Bag said it really streamlines the work of the devs.
