Given the pi55 poor exchange rate is it worth me buying stuff from the states?

Move this to hardware if anyone feels like it but I figured it was a general question

I think given my nf7 v2, ath1400+ and 9200 radeon I prolly need a new proc and card.

proc first given that my chess prog runs slow?

If you can find a place that ships internationally.

If you absorb the large postage costs, then the "customs clearance" charges.

Maybe bung me in a 80GB HDD too, my love.

You'll get kiboshed by the import tax. Customs & Excise don't bother with anything upto about £28.00. Over that and you'll have to pay a tax bill before they give you the goodies. Whoever you buy it from will almost certainly print the value of the goods on the outside of the package, else C&E will most likeley rip it open to have a butchers.

You'll have to pay Import duty of about 6-9% and then have VTt added to that at 17.5%. Add the delivery costs (which actually aren't that much for small packages) and I doubt you'll be any better off  :(
