1% Spell Crit = How Much Intellect?

Up until now I thought that 80 Int provided 1% spell crit, but I see from a PTR item (see it here) that it appears to now be 65 intellect per 1% spell crit?  Is this a cockup on the tooltip or has someone read anything about Blizzard changing the Int:Spell Crit ratio?
