Been pointed out to me that the aplication form is in the Charlie section and hidden to common people.  At a guess you'd get it from the member that puts forward your membership to 'the admins'

You have to ask a Charlymember if he wants to propose you. For the rest you need 2 seconders (also charlymembers).
The guy proposing you will send you the applicationform.
