1 page a raid except the 1 in undercity and BWL.
There are 4 pages obtainable without a raid but with a few ppl.
1 is weavil(not 40 man raid but need 20+ ppls for it) 1 is ragnaros, 1 is onyxia and 1 in BWL. 1 is in SW 1 in undercity 1 from the demons in WS and 1 from the demons in BL.
 
The red part stands loose from the pages.
The start is indeed easy to get.

Bastet

this will require a bit more thinking from my side but id say you need so many book parts before the scepter parts are open to you, since the best rewards are at the end, if not for me, but for other classes. Personably i dont think id bother w/ the entire line.
 
Edit:
Reading up on the questline, you can get 4 of the pages 5 man or less, ppl that are serious about spending time in the quest chain take about 4 days to get these, and it could serve as a nice base level from where ppl would be allowed to roll for the red shard line.

All this fighting and rivalery isn't really important. I can understand some of your frustrations after spending so much time and effort on this questline, but the way things happend last night is not the way to go. I am tempted to ask if the reactions would have been as strong if it were anyone other then Luthor involved. Because to me it seemed like it wasn't so much what happend, but who did it. This is not of any consiquence to the guild or the raidgroup. This is all for induviduals. Please don't let it interfere with the raid again. Deal with it as loot or whatever, just don't stop 37 ppl in their tracks because of it.
 
What IS important here is that if you want the oportunity to prioritize anyone for any reason, I will require you to put down a solid requirement BEFORE the raid next time. If there is no public statement before that, it is considered FFA.

I would agree Vargen with most of your above comments, especially as I was the one who tried to get the officers to make a decision on how to treat this loot before we went into the Vaelestrasz room.  Unfortunately on that night there was not time before the raid, and also unfortunately someone called for us to charge into the Vael room before we had finished our discussion, thus giving opportunity for the 'mistake' to happen.

You are right about the way I reacted though (but I am not sure my reaction would have been different to anyone else as I suspect it was heightened due to the extreme time, effort and gold put into this core Lore quest line prior to the event) and as I said in /o on the night I apologised to Luthor before he had re-entered the instance.  He did not bother to reply to me though.
