Can some one please point me to or explain to me the rules regarding soldiers in raids, as I wish to raid but have no plans at the moment to join a RG as I cannot commit to being there for definate enough to qualify for the RG's, (especially with a new job possibly looming where i will have to work till 6pm, which is 7pm server time and there fore the time that raids start). Im sure TL explained this to me before but i have a memory like a goldfish, so need it written down so i can read it a few times!

First of all there is no rule about Soldiers in 20 person raids.  All members can get into 20 person raids.

In 40 person raids then Soldiers can 'top up' RG2 raids when there is a shortage of Defenders.  Look for the announcement in gchat by the Raid Leader asking for Soldier whispers from a specific class for an invite.  Be online at 19.00 (invites start at 19.15) to see the invite process happen live.

Finally, as soon as the raid is set up then whisper the RL and get a spot in the queue.  There is often the opportunity to join the raid later in the evening if someone has to drop out for some reason.

RG1 tends not to take Soldiers to raids at all, simply because the lack of knowledge about the fight and the gear disparity potentially makes them more of a liability than a help.
