Someone like that aint good in his head, report him. As TL said, if it will prevent atleast another incident its worth the trouble.

You have a responsibility to report it....
 
It could stop the lad from doing it again and if not the penalties will get worse for them over time and ultimately another idiot off the streets.

I'd report him also, but I'd also wait on him one dark night when he was alone (if it happened to any of my kids, or wife) and beat the crap out of him.
