That's some messed up routing.

I'm afraid phone is your best option to get this stuff done, stay on the line until they escalate you to a proper techie if neccesary.

Emails are too easily ignored...

I can get the speed sometimes, that's not my problem. Just I find my self needing to reset the modem and suffering from spike in ping up to 999ms on CoD when I use the connection.

I live in a student area and it doesn't happen without the students here so they've either over stretched their resources, or they are shaping my connection for legal downloading via the likes of iPlayer and Steam and they switch it off outside term time.

EDIT: I'm only on 20Mb/s connection.

Mine is similar but I put some of the problem down to lost packets.  I recommend doing a ping test (http://www.pingtest.net/) which shows packet loss too.

Ping 60, Jitter 29ms, and packet loss 0%. I'll run it again when it's more problematic to show how bad it gets. Usually happens every night, though I'm out tonight so it might have to wait.
