External HDD stuck in some kind of loop

I fired up my PC yesterday and my external HDD wouldn't respond to any interaction whatsoever. Windows can't access it for some reason (it also can't gather any specifics like drive storage space etc, nor can it access the thing to format it), and the device makes these little 'writing' noises that it normally makes when.. well writing something to it, except it keeps repeating the same pattern every 2 seconds.

I've tried different PC's but I can't seem to reach the device in any way. I've run File Scavenger to recover the data to my internal HDD so that's sorted, but I would like to reformat the thing now so that I can once again use it as storage space (combined with another one now for backup purposes xD). Any ideas to somehow terminate whatever it's doing?

EDIT: I need to stop making topics then end up solving the problem myself ><
